Why does the agent not just add another item?
Because it buys what its shopper asked for and spends no more than it was told to. Adding something nobody asked for to reach your minimum would be spending a shopper’s money on their behalf without asking.
Why it happens
A minimum order is a business rule, often there because delivery or packing costs more than a small order makes. A shopper who reaches the cart reads the message, adds a second item and carries on.
An agent shopping for someone has been asked for a particular product, often just one. When the cart refuses checkout, the agent has to go back to its shopper and ask whether to spend more. If the minimum was nowhere it could read before it started, that question comes late, at the cart, and many shoppers will not wait for it.
